Fernando is an expert in the electricity and gas industries in matters of regulation and competition with ample experience in Europe and Latin America.
Recently, he has advised on state aid for renewable promotion, capacity market design, trading arrangements in the gas sector, and the presentation of expert testimony on gas supply contracts and various regulatory decisions in arbitration tribunals.
Throughout a professional career encompassing more than 20 years, Fernando has advised companies, regulators, governments and tribunals on market design, regulation, competition policy in the energy industry, regulatory strategy, institutional design, contract design and energy auctions. Fernando holds a DPhil from Oxford University, has been a researcher and lecturer in Oxford and Universidad de Los Andes in Bogota and an energy regulator in his native Colombia.
